Sure it may have looked like the driver was wielding a gun,but it still wouldnt make sense, Kennedy was shot in the side of the head, so the driver would have to be at a different angle to take a shot like that, besides he only looked back for a split second, also there were other people in the drivers line of fire if he attempted to shoot Kennedy.
