Wouldn't creating a "homeland" for gypsies destroy one of their most traditional and beloved characteristics, "being nomadic". A true gypsy wouldn't want a land to own but would want the freedom to travel as they like. You could grant them a land to travel around in but it would feel like a cage to them.
