I used the above options and eventually was able to get my PS3 to attempt to reinstall the FW update. The update however, failed to complete everytime. It would stop at 71% and then give me some weird error code. Turns out the update was failing due to a small tear to my Bluray drive ribbon. The FW update completed after I swapped the ribbon for a new one. Anyways man, my PS3 is now working perfectly as it should. I hope this may help you fix your problem.
Please note that the above options will not work all the time. Also, your PS3 may respond differently each time you try one of the above options. My PS3 would do different things even when I would repeat the same steps above. My point is, I don't think your PS3 is bricked. It's just "confused" after some bad software update/change you've made to the system. I don't think it's a hardware issue/failure.
2. If you feel comfortable opening up your PS3, try taking it apart and look under the motherboard. There is a flat "watch" battery attached to the bottom of the PS3 motherboard. Unplug the wire connecting the battery to the motherboard and wait about 30 sec - 1 min. This may also help "reset" your PS3 so you can possibly have some other options to restore it back to functional.

Hopefully this may "reset" your PS3 and allow you to have the option to either: reformat your HDD or get back to the PS3 menu/"wavy" screen. I left my PS3 unplugged for several days after just getting so frustrated with it and putting it away. When I finally decided to try fixing it again, it gave me other options other than just "safe mode," blank screen etc.
Were you able to fix it? My launch CECHA01 did the same thing and I thought it was broken. Happened after I tried updating the FW and the update stopped midway through. I was able to fix it after several frustrating weeks. Like your video, I could get to safe mode but was not really able to use any of the options. They would just cause my screen to go back to a blank screen. If you did have a bad update like I did, here's a list of things to try:
