No, plenty of victims are black. You can see that they don't care for yourself: reply to one (with a fake fastmail account) and say you are interested, when they ask for a picture, send one of a minor black celebrity (one not known outside the US). You will find that they will NEVER end their attempt to scam you because you are black. In fact, you can even get a Ugandan email address and say you are Ugandan, and they still will try to scam you; even other Africans are ok
