When i finished the steps, all the files, pages, and post were in wp-admin with the /test/ gone, but the blog theme was empty. I tried changing the permalinks but that wasnt it. what am i missing ? should i change the .htaccess and to what do i change it ?
You failed to mention the .htaccess file modifications. Most people that decided to move WP to root do so after its been running in the WP subdirectory for a while and maybe they have made changes along the way. In any case it would be a good idea to have them double check the .htaccess file to make sure it had the proper statements in it to support WP in root as well as any other changes they might have made to the file for other reasons. For example SEO considerations from old url rankings.
