as it pertains to music is opinion but usually it can be measured by the amount of hours of practice the person has. To Get a college degree the amount of practice needed for most instruments (including singing) is about 10,000 hours of practice. I would say having a degree means you have talent i have never met a musician with one that i thought was not talented. Sarcasm is awesome.
