which is better for kubuntu 8.04 is it 8.04 (Hardy) or kubuntu 8.04 (kde4 remix)

I would recommend using kde 3.5.9, kde4 still has its problems.

Read the release notes of kubuntu 8.04, especially the part about Desktop Special Effects.

And if you want to configure the effects more, just install compizconfig-settings-manager

Athlon 64 3800+, GeForce 7800GTX, and 1GB of RAM. Compiz runs on my two displays at constant 60 fps ;)
