I have read and I believe that this song was made mainly about stopping the dams in iceland.
It's kind of a mental turn off since the song is beautiful and the lyrics are amazing, it makes you think anything other than preventing dams in Iceland, but that's just how epic the Gorillaz are with their music.
Has any one thought the song might have multiple meanings? Doesnt every song? Isnt their certain song that remind YOU and JUST you of something personal? And that becomes the meaning to YOU!
So quit labeling the song so much. That may be why it was written but it isnt the only meaning.

Mostly drugs, smoking tin foil in the morning, when I heard that lyric, I was actually a very depressed person, smoking weed out of aluminum foil all the time by myself every morning before going to school. Made me cry to be honest when I heard this song. But since then, this song has a very strong message to me, about overcoming any obstacles, seeing them as unrelated sounds that need to be passed over so you can see the rest of the world, not a dam.

The area has alot of aluminium in it and aluminium smelters are trying to get at it, thus referances to tin foil and the such. Its a reworked version of the song Aluminium Damon and Ghostigital played at the "Stop the Dams" Concert

There is a reference to drug use in the song, but I feel that its presence is more of a consequential statement than a central theme. I am also not convinced that environmental advocacy was its purpose. I believe that what it really tries to instill in the listener is soulful advice, so in a way it is more of a spiritual advocacy song.
To me this song is about how to overcome the empty heartache that leads so many of us to self-destructive behavior even though we know they do us harm.
