It's not a strum limit, per se. It's just overlapping hitboxes. If you hit too far into the first note's hitbox, it will consider it as hitting the note right after, so you'd miss one.

Try it. Issue with Rock Band is Harmonix likes to add strum limits, so songs with fast strumming have to be hit almost perfectly as to not go over the strum limit.
