Its not a TPAC at all, a TPAC is what you describe i.e pursuing and containing a vehicle failing to stop, this was quite simply a rolling road block designed to slow the traffic down due to an incident ahead.
In the United Kingdom, that's a rolling roadblock but the traffic car doesn't swerve across the road, they put a sign up in the back that says POLICE SLOW and go into the middle lane and gently slow the traffic down.
@simstorial in north america a rolling roadblock happens usually in a pursuit, and its works like this. The officers surround the vehicle with their cars, one one all 4 sides, then gently slow down, hence forcing the driver to do the same... :D

In the U.K. police driving like this are letting you know that there is a big problem ahead(generally an accident) and need you to slow down and whatever you do ,don`t pass the officer.It is a warning .When he pulls his car on to the shoulder lane ,then you can speed up .

Its not a TPAC at all, a TPAC is what you describe i.e pursuing and containing a vehicle failing to stop, this was quite simply a rolling road block designed to slow the traffic down due to an incident ahead.

In the United Kingdom, that's a rolling roadblock but the traffic car doesn't swerve across the road, they put a sign up in the back that says POLICE SLOW and go into the middle lane and gently slow the traffic down.

@simstorial in north america a rolling roadblock happens usually in a pursuit, and its works like this. The officers surround the vehicle with their cars, one one all 4 sides, then gently slow down, hence forcing the driver to do the same... :D

On the motorway or a dual carriageway, one car gets infront, two to the left or right (depending on which side they are going to do it on) and one at the back gently slowing the car down and grinding it to a stop. - TPAC ... It's just to slow down the traffic if the officer thinks the speed of traffic for that part is too fast or there are debris in the lanes and cal trans is cleaning it up and they want to make sure those guys are safe. I saw an officer start doing this right infront of me and the first time I saw it I thought the car was skidding out of control. Pretty cool to see.

HAHA! Rolling down the 101 driving up past Universal. It tripped the shit out of me the first time I saw them do this. I did not see the police doing this in the East! Everybody else was slowing down and staying back, so I knew not to pass him. Are there any LAPD or CHP out there that can state what this is called? Round Robin? Traffic Break? Snaking? Rabbit run? The 2nd time I saw this, they were blocking the traffic back to let this guy on a broke down bike get across to the exit.

its simply called a "traffic break". its used to slow/stop traffic. there may be a collision with vehicles blocking lanes, there may be debris/objects/animals/etc. in the roadway that they will clean up so people dont hit them. the point is theyre slowing down traffic so that motorists dont collide into something in the roadway. the best thing to do is not pass the officers vehicle, if he stops and blocks traffic then you stop. it can be an expensive citation passing an emergency vehicle.

This is a traffic break maneuver. Sometimes when there's a bad accident or a dead animal like a deer, the CHP will weave in front of you, stop, move whatever it is that's in the way, then wave you through when he/she is done.

When my wife was a teenage, a CHP unit was doing this on the 405 freeway in SoCal. Being a new driver, she was not familiar with this maneuver, and decided to pass the unit. That caused the CHP unit to pull her over. When the officer asked her why she drove through the traffic break, my wife responded "I thought you were just playing." Apparently, the officer found this to be quite humorous and let her off with a warning.

its done to slow down traffic because there is some hazard ahead... e.g. stopped traffic on a highway, he's trying to slow you down so you dont come flying over the hill and crash into the slow or stopped traffic....
