These stations transmit in almost every language on the shortwave band, and have been for dozens of years. Google Spy numbers stations and you'll get lot of of web pages that profile where they are, and possibly what country they belong to.
By the way, you failed to mention the frequency of the station, is it shortwave, FM, or AM?

It might be a numbers station you've heard, but there might also be another explanation. In Sweden, it has been illegal to have radio broadcasting equipment (above a certain strenght) silent. This is subject to some really wierd broadcastings when radio stations cease to exist, for example in the area of Borlänge there has been a station playing "Für Elise" 24/7 because of this.
It sound like either an emergency broadcast chanell that is being reserved for use by a repeating transmition. Either that or a 'talkback system' (type into wikipedia for more indo) that is either very little used or used with shorter range transcievers.
The sound quality is a little too god. It sound like FM which would be most unusual and impractical for numbers stations. I like in Western Sweden too. What is the freq. This *might* be Z9 but I doubt it.
Well, coming from paranoid American (er, realistic American) after the first two pass throughs I shut it off. I need no more reprogramming. I basically exist on two brain cells and even they're fighting each other for control.

It could be in constant use in case of an emergency. The song would stop and a message would be sent out in case of an emergency.

I'd wager a guess at it being something similar that plays data in the form of music, but even then the tune would change at some point.
