I know not every FPS feels the same, that's not the point. FO3 is recommended to be played only in VATS, and for free-look shooting to be a last resort. If you don't play like that, than I don't know why you are playing Fallout games. Either way, FO3 was an abomination the the franchise and hopefully New Vegas will be more similar to FO2.
