Personally, I think Kobe is slightly better in terms of offense. Obviously, his offense hearkens back to Jordan. The difference is, Kobe is playing in a era where defense has gotten a lot smarter, and isn't just "Give him the ball, clear out and let him loose." Kobe's FG percentage would be much, much higher if he were playing against the same defense as Jordan. Kobe would not have to take and make godlike shots to get his points.
