That's rather odd. If ever I were to go to Austria I would be totally lost as to what in the hell they are saying. My Deutschlehrerin says that on the handful of times that she has been to Salzburg she really had to focus on what the person was saying to get the jist of whatever they were talking about. She says it was like trying to understand a small child.
@TotAberLebendig as far as i know you can also say "im öl" (which sounds pretty much the same as "im ö"). so maybe this phrase origins from the swedish word "öl" or the danish word "øl" (which is also pronounced as "öl") and means beer - so i guess being drunk fits best and that's also how i would use this phrase. but i'm from vienna, so maybe it means something else in upper austia ;)

im Ö hab ich noch nie gehört, im mühlviertel ist das einfach "hi" oder "im oasch"
