I'd say that the international law concept of "proportional use of force" would apply. Now that is an extremely flexibly concept as such but in this case I think sinking the vessel would fall outside of it because A) Sea Shepherd isn't attempting to sink the Japanese vessel, b) sinking the Stewe Irwin would require the use of military grade weapons against a civilian vessel and c) sinking such a large vessel would endanger a large number of lives.
