He's almost certainly talking about some specific incident in his life. I've never managed to figure this one (beyond liking it a lot) but if you listen to lots of his music the seemingly nonsense lyrics start opening like flowers. You learn to "decode" the Hitchcockian language into simple stories oddly told.
