yes it is.but you can only use OXYGEN if there is oxygen. If you are exerting yourself too much or busy drowning O2 doesn't get there in time & the mitochondria shuts down

Dude - ATP "maker" is a path for protons (Hydrogen atoms) only. Picard got it right Oxygen is electron acceptor. w/o it the system stops. TGFG (thank God for glycolysis!
