@grotler Hey man, I was having the EXACT same problem and none of the suggestions here would fix it. I finally realized that my keyboard was jammed on some key that didn't effect anything else. It's a Razer Lycosa btw. Try unplugging your keyboard to see if it is the problem. Let me know if this works please!
I was having this same issue for about 3 weeks on Win7-64, I searched all over the web for solutions and nothing I found worked. Coincidentally I ordered a new processor after reading some horrible reviews on the one I was using (AMD Phenom X4 9750 Quad-Core) apparently it's a defective series. I put the new chip in and let it do it's auto-installation thing, when windows loaded back up the problems with the task bar were completely gone.
I had the same problem that you showed here. Took me a few hours but this is how I fixed mine. I went to my display drivers and rolled them back, they still did that flicker, then I re-installed my graphic drivers and the problem stopped. Hope it helps.

right click on your desktop and go on personlize... then select aero themes.. it will work then... because at the moment you proberly have it on basic themes....
i have the same problem, i use a x64 win 7 ultimate with an original licens.
i thought that maybe that was the fault, so i've downloaded 2 different versions of w7 64bit ultimate, and i format the computer and install win and the same problem appears.
this has drived me crazy, have u possibly find a solution?
Go to start and type AERO. three results will show up, then click on third option ''Find & Fix problem......'' and click on advance and then click on option apply effects automatically then click Next. It should bring it up the preview. TRY THAT !

@cjburtor Hey, haven't tried unplugging the keyboard jet, but the problem kinda went away on its own :P
But i do have a eazer keyboard, i clean it somethimes so mybe i turned the key you mentioned off last time i cleaned it.
