Did this happen before the game? If so, how did they clean the ice between game periods? Was there another machine as a backup, or did they just clean the ice be hand, as they did in the old days before Zambonis?

yea, this was during the pre-game. They just used one zamboni for the rest of the game, instead of the usual 2. It took longer, and they cut the intermission on-ice activities out, so they could get it done without further delays. The start of the game was delayed about 20 minutes.
