Microsoft does release service packs - ones that slow your computer! Just look at Windows XP SP1 and SP2 if you downloaded them from the internet - they slowed up the machine terribly and had to be adjusted. Mac OS doesn't have those issues.

It may be possible... but it'll be complicated and less than legal. Apple have different licencing policies than Microsoft. MS let anybody install their OS on any hardware, Apple only put it on Apple certified hardware. If they changed it so it was more like Microsoft's they'd wipe the floor with the Windows market share.

But, I guess we'll find out in 2009.
Vienna is only romored to be new from the ground up (I'm not shure i heard this befor you posted it) and the fact that microsoft calles it windows 7 would sugest that it is still build on the NT kernal (2000 = 5.0 xp = 5.1 2003 = 5.2 vista = 6.0), also it is scheduled for 2010 not 2009. They do however talk about making radical changes to the user interface.
Being tied in to mac hardware probably has somthing to do with OS X's low price since they can charge you threw that as well, also the more regulare release would also cause each to have a lower price.
What the hell do you want 128bit for? Theres a limit to how much you can get from a biggere registre without also scaling the rest of the hardware.

So, the service packs ARE free (and more frequent than Windows) Nothing is different.

Service pack 3 is FREE
Vista Service pack increases speed a great deal and is FREE.

2000 is build on nt 4.0 witch is build on nt 3.5 withc was new from the ground up.
It's not much different for mac 10.5 is based on 10.4 then 10.3, 10.2, 10.1, 10, X server, Openstep, nextstep witch was original from the ground up.
Rebuilding every thing from the ground up is not always benificial if you want to keep things backwared compatible.
