@williesson no no this is a misguided "rule" made up by junior high students. It does not matter when the bar falls, if it falls do to contact made by the jumper in anyway and at anytime its a miss

all these videos that im watching these ppl jump over it and make it then they like stand on the mat for a long time. if the bar fallls when your on the mat it counts as a scratch...

No, that's not the rule, it's a common mistake people make about the high jump. The judges determine when the jump is good regardless of where the jumper is. There's no stop watch started as the jumper goes over, but the judges determine the time. I don't have a rule book in front of me, but it's in the neighborhood of a couple of seconds after the jumper goes over.

it can be anytime. if the bar wobbles for 5 minutes and then falls off, it's up to the judge to decide wether or not the jump was clear or not.
