No, with a well-tuned and good-running car you pump the gas once to set the choke and then just turn the key. Come around my house and I'll show you this on several 100,000-mile, non-rebuilt, yet-still-good-running 440s...
Looks good but I wouldn't trust the wiring in any late 60s - mid 70s Chrysler product. I'd still buy one, but I'd keep a fire extinguisher in the car and disconnect the battery when its parked.
