This is not a robot riding a bicycle. This is a self-steering, self-propelled bicycle with a mock-up of a robot attached. The steering actuator is attached to the center bar, and the rear wheel is powered by a motor on top. The "robot body" contains tilt sensors to control the steering actuator. The arms and legs are just for looks.

This round thing in its chest is a balance wheel. Revolving on its axis, it works like a balancing pole. You can do the same using a balancing pole if you secure the front wheel from steering or if you have another pair of hands to hold the handlebar.

@blazer551 Because they have a flywheel build into it. Everytime it is about to fall the flywheel is moved to counteract this fall. This happens so fast that to the human eye it seems like it isn't even close to falling. In other words in doesn't balance the same way humans do.
