I would say that her sense of fun help put her subjects at ease. In the ancient traditions of monarchy, the monarch is the mother/father of their subjects, and the subjects are the monarch's children. In Celestia's case, she's also their god.

The reason she's not a queen is probably because initially Celestia and Luna both ruled - you can't have 2 queens at the same time, so they had to be princesses.
