@Davewilson1234567 nope that would be goal tending. In NBA rule, you may not touch the ball or the rim before the ball COMPLETELY leaves the cylinder above the basket. You can see at 0:09 that some part of the ball is still in the cylinder. In FIBA rule, a player may touch the ball once it has hit the rim, so in this case anyone could just jump up and either tip it in or chip it out.
