Spending lots of money is good if its done efficiently and things stay on time and on budget. This sewer bypass has accomplished neither. If the goal was pedestrian and traffic inconvenience then it is a mission accomplished.
This was big talk when Mufi was running for Mayor. Infrastructure was neglected in favor of the push for rail. Then the ShITE hit the fan, or more accurately it hit the beach. Now his bypass pipes, which took more than four years to complete, are still blocking the Alawai walking trail that was used by thousands of families. The bypass pipe blocks people from using that trail even now so many years later.
