Most iPhones have this sound under "tweet" as many people have already said, but i have the file and would be happy to email to anyone =] However, I'm not sure how to use it for an alert with an iphone, I have an android so its was fairly simple for me.

on the new iphone ios 5 software this sound is built in but they call it "tweet." i use it as my text tone always
