Government is taking noticed that the grow of China needs less civil unrest. To do that, China is following rule of law (due process) to solve this issue.
From 80s-2000s.. there are significant changes of human rights in China. Before there are 0% religious freedom, 0% press freedom, and 0% civil liberty.

In the same way did the prize to Liu have a function as a reminder to China. Anyway, it's not the Norwegian government that is behind the peace prize. The Committee is selected by the government, but that's all. Someone must do it. It looks like you live in a democracy, Australia, then you should know how an independent committee works.
