They are not owned by Warner Bros., they are a Japanese animation studio. Many 90s American cartoons outsourced to foreign animation studios, and TMS did, in fact, also do animation for Sonic X, as well as those American cartoons that were previously mentioned. And yes, they animated this cartoon, as well.

However, that's mainly because Adventures of Sonic the Hedgehog used it heavily in its incidental music.

Ah, the Peer Gynt Suite. Forever ruined thanks to overexposure. Still, it WAS originally composed as incidental music, so it's amusing that piece still is occasionally.

this is actually a piolot for a sonic cartoon that never got made. Frankly the concept was basically the same as SonicX sonic in the real world...but made with an animaniacs style. Glad they Made Satam & AOSTH instead.
