google madcar, its the first one that shows up, and the plugins are there to download, then you just place the right one in your plugin folder

it all depends on which version you are using. I use 32-bit 3ds max 2008 so i got the MadCar32x.dlo. This also works for 3ds max 9. If you use 64-bit 3ds max 9/2008 then get the MadCar64x.dlo. And if you have 3ds max 2009 then you get either MadCar2009_32x.dlo or MadCar2009_64x.dlo depending on if you use 64 or 32 bit. I think Madcar only works with 3ds max 9, 2008, and 2009.
