Giuliani ignored the advice of everyone after the WTC bombings seven years ealier to move NY's emergency response headquarters away from a prime terrorist target. He was without his headquarters because he didn't listen to the experts or common sense. All of that "dramatic" footage of Giuliani walking the streets of NY was because he had no where to go and didn't know what to do.

Obama is simply trying to slow down the recruitment of terrorists that increased under Cheney/Bush. He's trying to express to the rest of the world that we are not at war with the Arab world.
