I agree 100% I mean, just comparing the levels of the Gym Leaders' Pokemon to the GLs in Yellow version is laughable. The 7th GL in G/S/C barely uses Lv30s. The 7th GL in Yellow uses Lv50s. Everyone in the game needs a difficulty scale upward.

Particularly Falkner and Bugsy. Giving Falkner a Level 12-14 Pidgeotto and Noctowl and Bugsy an 18-20 Butterfree and Beedril in addition to the Scyther would pwn hard.
