I actually am not 100% sure what the tank is for. I think it is apart of the HVAC system. This building is a chiller station that distributes energy and the heating and cooling for some of the buildings around campus.
I also never found out why the fire alarms were activated nor do not know if any sprinklers were activated in this alarm event.
As a general comment I don't think that sprinkler water would be stored in a tank that size rather in pipes or other external source.
oh, cool, i might be in Austin, soon. i'm going there for a computer camp, i'll be at UT Austin. basically, while i'm there, i'll be learning how to mod games such as WoW, and Unreal Tournament 3.
Is that the large cylinder to the left of the building is a tank of sprinkler water?

They chill water for air handling units in the buildings for air conditioning with huge refrigeration machinery.
