Weird Al always asks the original author first before ever recording, and if and when the artist say's no, then he doesn't do it. And for the record, he doesn't have to ask, he chooses to, according to the law he could pick any song and change the lyrics, but he chooses to be polite.
But remember that this is one of Al's really old songs, this was before he was a big name artist. I don't think he asked Joel for permission on this one.
