You'll find that guys will respect you more if you tell them simply and frankly that you are not interested and that they should move on. In the end, "being nice" can be more hurtful than setting the record straight. There's nothing worse than putting guys on by not saying what you really feel. By doing that you raise false hopes and leave windows and doors open that should be clearly closed.
This guy is absolutely right. Just tell him in a nice voice that his actions are creeping you out and you're just not interested. Yes, it might hurt his feelings, but it always hurts when you get turned down. No getting around it. Trying to hook up with someone is like buying a lottery ticket, you'll either come out good, or you get shot down. That's just the gamble you have to take and he needs to be man enough to accept it.

Then after you have said that, and he still bothers you... you have to get a little mean. Its the only way. After that, then tell him you are going to go to the police and get a Restraining Order. Sometimes there is no other way but to be a total bitch to lose a guy. Hope it helps.
Tell him you want to concentrate on your education. Change the pattern you follow so you become unpredictable. Try interesting him on someone else. I have had guys become infatuated with me because of my job in broadcasting so I know the feeling.
