When they first arrived at the BBC to start filming, the associate with the studio was shocked when they started pulling piles of drugs out of the muppets, since those had not been check at the airport. When asked for confirmation on this story, Frank Oz grinned and laughed.

So I think only left handed puppeteers operate puppets that would appear right handed.

So a right handed person would used their left hand for their puppets hands more, making the puppet appear left handed.
