It's the same story with RDR; SM purchased its rights from Ke$ha and her production team.

Just because they're going to release an English song does not mean they're going to debut in North America. Although English is not an official language in Japan, many people speak it and that's why they're releasing an English version of Genie. BoA released English songs in Japan all the time.
