He's referring to the fact that people who have homes, jobs, cars, normal lives, etc. are living in "paradise" compared to the homeless people we ignore everyday. He's urging us to "think twice" before ignoring the next homeless person asking you for help. This song doesn't have anything to do with drugs.

Yes, it is. I can imagine the image of some resort in Carribean Island. For me, I can recall my holiday in Paradisa Island in Maldive few years ago.
