I'm graduated in oceanography, and also brazilian. As so, I can tell for sure that this actually happens more often than we may think! This video is a wake-up call! It does not matter how many children the guy have! If his money is short.. If they only have had propper lessons and certificate, this all could be easily avoided! And they also need to learn about fishery statistics! The reason why lobsters are no longer found near shore is because of overfishing!

As I said, kids are expensive for a rich family. When you born poor, like those guys in the video, you won't give to your child books, neither notebooks, you won't spend money on clothing, medication (believe me, a lot of kids there die of diharrea). You can't say the parents are cruel to their children, they just don't have the minimum education necessary to care about those banal things.

The work they do don't require a lot of knowledge. A kid can do it. And thats what they do.
