Aye Chris, DC is neither..its its own seperate entity.. Its a DISTRICT.. Matter of fact we have our own senate representation AND we are currently petitioning for statehood

Wrong. Read a history book. It's a federal district, created by taking sections of Maryland and Virginia. DC also doesn't have Senate representation. It has a House member (Holmes-Norton), but she doens't even get to vote on most bill legislation in Congress. Hence, taxation without representation!
