They don't have the infrastructure in place to match every person with vaccine status. I see no way to effectively enforce a mandate. People with children in public schools are most at risk. Those children are easily tracked. Enforcement on others would require a massive data base, and some type of scanable card, bracelet, dog tag, or chip implant, etc. They couldn't use SS numbers because of the illegal aliens and name searches would not work.
