The whole point in festivals is that you can chill out or go wild over the amazing music and atmosphere, who gives a shit what other people are doing, they can do what they like as far as i'm concerned. Chaining up is a sign of friendship not "hi lets chain up then people will think we're skins." I appreciate the fact that you may get annoyed at people that do this say at college or school but at a festival it's entirely something different.
