It looked like a blue carrier bag, blown around in the wind. This footage would have been more credible if the hand of the person letting go of the object towards end of clip hadn't appeared. This is definitely not a ghost, just someone trying to convince us that there is.
the camera was pointing at the screen for the CCTV , the hand you saw was the person who was showing the cameraman the footage on the screen. it was not part of the actual CCTV footage
