It is not a waste gate, its a gas pressure regulator. the smoke is hot oil vapour.

That is not LPG gas, its hot oil vapor from the oil tank which is used as extra fuel.

Nope, this turbine (turbo) has variable vanes in the exhaust casing, the lever adjusts the pitch of the blades.
