Would you like foreigners barging into your land, picking sides, and joining a war? The UN is not allowed to fight for obvious reasons. How do you expect them to "stop the war?" They do try to do so using diplomatic measures but they are not allowed to use military power as a way of controlling the situation. And this makes sense to me. It's what puts the UN apart from, for example, the Americans in Iraq. ;)

Natural resources! The Africans don't control the natural resources. Either the puppet governments do, or companies/nations outside of Africa do. Aid dependency isn't helping Africa. They must be given the tools for subsistence or they will be aid dependent. Debt hinders them from establishing self-reliance. They owe the IMF, World Bank and other international money lenders. They can't pay; they don't have the GDP to support the nation and pay the debt. 'Eat or pay off the credit cards'.
