I'm chinese, I should know. Reinforced concrete was invented (1849) by Joseph Monier, which later was used to build modern dams. China didn't even have cars, trackers, aircrafts a few decades ago. lol.. Damn :))

China must spend millions of Euros monthly for maintenance and protection. If the money runs out or maintenance degrades, you've got the biggest threat in Chinese history. This dam is a pretty convenient point of attack for enemies too. So you'd need constant military protection as well. This project is what we call the "sword of damocles".
