This is an amazing scene. So well done by the actors and director. Blowing out a window to shed light on the situation is a great touch, both symbolically and stylistically.
@manco82 He IS using a double-action revolver. That's a nickel Colt Python with a 6'' barrel. He probably just cocked it to get a lighter trigger pull. Plus, they mention in the book that he loves the hammer's smooth and fine action, so he probably did it in the anticipation of the fact he was going to kill Starling. Y'know, to take his sweet time and savor the moment.
