Bush cut taxes on everybody and the lower income tax marginal rates were cut the most.
The income tax burden was shifted to the higher income levels during the Bush Years.
The top 1%, 5%, 10%, 25% all paid more of the income tax burden under Bush.
The bottom 50% paid less of the income tax burden under Bush.
