last time I heard there was one police officer for every 10,000 citizens in Dallas, its probably even higher than that. so until you come up with a new master plan to pay for the salaries of the 100,000 officers it would take to "prevent" crime . . . prison time will be the determining factor whether someone decides to go all in and take their chances or stay the fuck out of trouble.
