you need to use some points on attack to so you hit more accurate

Attack only adds hit accuracy to melee, this is not melee or ranged damage. It's charisma damage so accuracy can't be raised.

you should put like when you got lvl 1 you put 4 in charisma then 2nd lvl 3charisma and 1 stamina(you get energy and some hp) than 3rd again 4 in charisma then 4th 3charisma and 1 stamina
